*Updates from MSA & GAPSA – Megan
“Lend-a-Hand Hear the Band”: volunteer 10 hours and you get a ticket for a music program scheduled for March 2009. Program for U. students to get out into the U. neighborhood communities to assist residents through community service
*Broadway & 280 Intersection
Henn. Co. Household Waste facility and Household Construction Waste facility combined into an indoor facility
Windham Park – meeting 02/10/09 to discuss this proposed facility. Justin is part of the Task Force.
Temporary changes to 280 due to the collapse of the 35W bridge collapse are still in place.
Wendy passed out notes about proposed MNDot changes to 280
Many communities would be affected by proposed changes
*Staff Recognition
Wendy handed out a draft of a letter of recognition and requested the Board review the letter for finalization.

Board potluck dinner to honor the staff proposed by Lee to happen in the immediate future

*2nd Precinct & the Como Safety Plan – Nick Juarez
Update: Personal Safety workshop 03/14/09 @ 10am - NE Middle School
State of Precinct meeting 02/21/09 @ 10am – University Lutheran Church
Zombie House - Property up to code – No licensing issue with the causes they sponsor. Any monies made go to the sponsored causes - Property is still being monitored for any noise violations
The whole area of 25th/26th is under precinct monitoring for any noise violations
Precinct is working with residents to be aware and report of any violations on the block
Community Policing Plans – Creation and revitalization of block clubs within the City-to be written into the Plan: How the neighborhoods and Associations can be more involved with Community Policing Plans
SECIA still had concerns about the staffing of the 2nd Precinct
Wendy wants Association access to the 911 records of crimes reported in the 2nd Precinct
MPLS would like a neighborhood created plan that would have MPD follow a plan that is community driven – a plan that would empower SE Como neighborhood (i.e. a goal of the Plan - measured and increased 911 calls that would be presented to the community on a yearly basis)
Geo canvas reports through the City of MPLS website could be utilized for the community of the 2nd Precinct to get alerts of the incidents in SE Como
Next Steps – Plans need to be given to the Dep’t. Chief by 03/01/09.
3 possible Plan objectives for the Precinct to follow for 2009:
1 objective = Access: to information on the statistics of crime occurrences in the neighborhood; 2 objective = Action: increase 911 calls; 3 objective = Results
Jeremiah and James will work on SE Como Plan
*Councilmember Updates – Robin Garwood, staff to Councilmember Gordon
Governor’s Budget would assess a large cut in funds to the City
Gordon will vote against putting on the ballot this fall an independent Park Board proposal which will eliminate the current independent Park Board governing structure and place the parks under City control
Reconstruction/repaving of certain alleys in the neighborhood proposed by Public Works – cost for reconstruction would be assessed 100% to the benefiting property owners
Bike sharing project will hopefully be installed over the next year
The County meeting on the Baker site @ 18th and Como for a decision on the property has been postponed

Grant updates: deadlines coming up in the next few months
Recognition from the City of MPLS for SECIA’s Environmental Committee
Alliance Update: ZPRR meeting 02/04/09 @ 7pm – Van Cleve Park

1) Personnel review – need a committee for review
Need 3 people to be on the committee –Wendy, Lee & Bill
Connie moved that the 3 person committee undertake staff
review and present to the Board their results in 03/2009 – Lee 2nd

2) History – Connie drafted a letter to be presented to CPED to undertake a 2009-2010 Re-Survey of Historic resources of the Como neighborhood

3) Lee made motion that 03/2009 SECIA meeting be moved from March 3rd to March 10th due to Caucuses – Connie 2nd

Liz Wielinski introduced herself to the Board. Liz is running for the Park and Recreation Board and was in attendance to hear Como’s concerns.
Elmwood Properties, owners of the SECIA office building, have asked that SECIA consider paying a flat rate of $30 each month, as part of our rent, to cover heating costs. Board has asked staff to clarify if this would be a savings to SECIA by examining the past 18 months of gas bills.
Jake asked if the
Board would adopt a position for Car emission standards proposed by (?), I’m
not sure either
